Rio City Hall Earns Diamond Seal for Public Transparency with Innovations in Processo.Rio

Rio City Hall has taken a major step toward strengthening public transparency by earning the Diamond Seal for Public Transparency Quality. This recognition, awarded by the Association of Members of Brazilian Audit Courts (Atricon), reflects the city's commitment to the highest standards of accessibility and transparency, the result of continuous and meticulous work in developing technological solutions.

The transparency policy is led by the Municipal Secretariat of Integrity and Transparency, but IplanRio was crucial and a true differentiator in achieving this seal. To meet the more than 120 criteria required by the National Public Transparency Program (PNTP), IplanRio worked on three complex fronts. First, in partnership with the Chief of Staff's Office, through the Undersecretariat for Coordination, Monitoring, and Digital Transformation (SUBAD), it enabled the integration of Processo.Rio with the Contract Transparency Portal. This allows all documents—from the justification for contracting to the contract itself in "Waiver" and "Unenforceability of Bidding" processes—to be available for consultation organically and naturally, without imposing extra effort on agencies to provide this information. With these improvements, it is now possible to access details such as terms of reference, justifications, contractual specifics, technical and legal opinions, as well as ratification and approval acts, making the process clearer and more accessible to the public. 

On a second front, the focus was on enabling a new version of the per diem and travel transparency dashboard, providing technical coordination for the project, which now presents in detail every public official who has received per diem payments, including the destination and dates. 

In the final stage, the work was dedicated to building a new version of the “Public Works Transparency Dashboard”, delving even deeper into a strategic area for public transparency.

The Diamond Seal recognition reflects the importance of initiatives that value transparency and the commitment of Rio City Hall, and especially the professionals at IplanRio, to strengthening trust between the government and its citizens.
