On Children's Day, Rio City Hall launched the Pequenos Cariocas program, a protection network dedicated to the holistic development of children in vulnerable social situations. The initiative, developed by IplanRio in partnership with the Municipal Department of Social Assistance (SMAS), brings together policies in health, education, social assistance, culture, and violence prevention, with a focus on the early years of life.
One of the program's key actions is the Primeira Infância Carioca (PIC) card, which will provide R$ 200 per month to 30,000 families with children up to 4 years old. The benefit, managed by SMAS, aims to combat food insecurity and reduce inequality, representing an annual investment of over R$ 70 million.
To make the program possible, the City relied on the technological support of IplanRio, which was responsible for integrating data from Social Assistance systems and the Unified Registry (CadÚnico), ensuring security and accuracy in identifying eligible families. The company's work also enabled direct communication with beneficiaries through automated messaging. Through the Carioca Digital website, families can also access the PIC card portal and check if they are among the beneficiaries by simply entering their CPF number.
The card, which functions as a food allowance, can be used at over 1,500 accredited establishments across the city. Selected families are being notified via WhatsApp about the date and location for picking up the benefit, which must be unlocked via the app before use.
The launch, held at the Maré Olympic Village, marked the symbolic delivery of the first cards to 1,000 families in the region. Through technology and data intelligence, IplanRio helps public management efficiently reach those who need it most, ensuring the benefit reaches those who truly meet the established criteria—families with a monthly income of up to R$ 218 per person who do not have access to the Bolsa Família program.
