IplanRio, the Rio City Hall's technology company, has just delivered a new digital solution that promises to transform how public works tenders are conducted in the city. The new tool uses official databases such as SINAPI (National System of Cost Surveys and Indices for Civil Construction) and the Federal Government's SCO (Works Cost System). These catalogs serve as reference tables with standardized prices for materials, services, and construction projects nationwide.
By using these official parameters, the tool ensures that proposals are aligned with fair and updated values, meeting the legal requirements of oversight bodies such as the Municipal Court of Accounts. This also reduces reliance on "special" items—that is, services and materials not found in the catalogs, which can be priced above market averages, increasing the risk of overpricing. Consequently, a significant reduction in the use of special items in tenders is expected, promoting greater transparency and efficiency in the processes.
Developed in partnership with the Municipal Secretariat of Infrastructure, the new digital module automates one of the most critical processes in public procurement: the formation of bidders' price proposals. The impact? Greater agility, better control, and less room for errors or budgetary distortions.
According to IplanRio president João Carabetta, standardizing procurement processes is an important step toward modernization and transparency.
"This standardization also reduces the use of 'special' and potentially costly items. The system allows technicians to precisely choose the price catalog best suited to the type of project—whether it's urban development or heavy infrastructure—and adjust values to the city's actual context, taking local variations in input costs into account," he explains.
Furthermore, the tool enables comparative simulations between different execution scenarios, supporting technical decisions with much greater certainty. For Rio's public administration, the new tool represents a leap in quality. It replaces manual spreadsheets and fragmented processes with an integrated, secure platform designed to facilitate the work of civil servants. With this delivery, IplanRio reaffirms its strategic role in the City Hall's digital transformation, creating tailored solutions that directly impact citizens' lives—with more transparent projects, more reliable budgets, and better control of public resources.
