In recent years, Economic Activity Licensing has stood out as a pioneer in digital innovation. No other area has undergone such a profound transformation, even before the term "digital transformation" became popular. In 2011, the Alvará Já project streamlined preliminary site consultations, allowing entrepreneurs to quickly verify the viability of their businesses in specific areas of the city. Despite this, the process remained time-consuming.

In 2015, we automated the preliminary consultation for activities without a fixed location and began issuing permits online. In 2016, a comprehensive overhaul using georeferencing and data optimization reduced a three-month process to just ten minutes—a true revolution. In 2023, we further modernized the system by enabling PIX payments and integrating the Economic Freedom Act. All these innovations aimed to simplify processes and make life easier for citizens. IplanRio played a crucial role in this journey of integrating SINAE, Rio Mais Fácil Negócios, SIGAE, and other systems, ensuring the success of our mission to cut red tape for the citizen experience.
Challenges and Solutions of the Licensing and Inspection Coordination Office
With the simplified opening of businesses, the SEOP Licensing and Inspection Coordination Office faced a growing demand for integrated data from various sources, such as the Public Prosecutor's Office, the City Council, and the Mayor's Office. The approval of Rio de Janeiro's new Master Plan intensified this need. Previously, these requests required consulting separate systems, taking days to collect and evaluate. IplanRio was frequently called upon to extract and organize this information.
Over the last three months, IplanRio has focused on extracting, normalizing, and sending licensing data to the Municipal Datalake. From there, we developed executive dashboards that provide a complete view of the permit process, from application to closure, including billing information. This granted CLF managers direct access to data without needing continuous technical assistance, freeing our team to focus on higher-impact initiatives.

The Economic Activity Permit Intelligence Dashboard is another jewel in the crown of Inteligência.rio, a strategic delivery that directs these efforts, providing a solid foundation for informed and efficient decision-making. The dashboard allows for a quick overview of basic taxpayer registration information, as well as details regarding payments made via payment slips and revenue codes. This gives the CLF easy access to revenue information, in addition to tactical and strategic data on establishments—both in time and space—through georeferenced views on a city heat map, all enhanced by various queries and filters.
In today's world, where connectivity is essential and the concept of urgency has taken on a new dimension, data-driven decisions are imperative. Both managers and technology teams need to focus on what truly adds value. The permit dashboard is a strategic delivery that directs these efforts, providing a solid foundation for informed and efficient decision-making.
This continuous transformation not only simplifies processes but also strengthens the municipality's ability to respond quickly to the demands of society, reinforcing our commitment to innovation and efficiency in public service.
