Last Saturday (08/02), the IplanRio board attended the launch of the Rio City Hall's new 2025-2028 Strategic Plan at the Velodrome in the Olympic Park, presented by Mayor Eduardo Paes and Deputy Mayor Eduardo Cavaliere. The document, which will serve as the primary management compass for the municipal administration over the next four years, will guide actions focused on sustainable development, innovation, and efficiency.
The new edition of the Strategic Plan was built around five thematic pillars:
• Civility and Security: urban planning, traffic, and public safety;
• Infrastructure, Disaster Prevention, and Resilience: mobility, housing, green spaces, public areas, and climate;
• Longevity, Equity, and Humanity: health, education, diversity, social protection, and sports;
• Future, Economy, and Happiness: innovation, culture, tourism, employment, and economic development;
• Fiscal Balance, Good Management, and Governance: digitalization, transparency, concessions, and public-private partnerships.
The plan is based on the principles of fiscal balance, innovation in urban management, and administrative efficiency. It is regulated by Article 107-A of the Municipal Organic Law and Decree Rio No. 55.611/2025. It also aligns with the Budget Guidelines Law (LDO), the Multi-Year Plan (PPA), and the UN 2030 Agenda, reinforcing the city's commitment to the Sustainable Development Goals (SDGs).
In total, there are 88 goals and 134 projects, divided into 30 initiatives, to be completed by 2028. Some projects are already underway:
• Implement digital ticketing (Jaé) across all municipal public transport modes and the city's new public transport fare policy.
• Advance the end of regular bus line concessions and implement a new concession model with new buses for all regions of the city.
• Deploy the Municipal Guard's Elite Division – Municipal Force by 2026 and employ 4,200 officers.
• Complete 100% of the Campo Grande Ring Road construction, including the express connection to Avenida Brasil.
During the meeting, council members were introduced to the plan's objectives. The Participa.rio platform played a central role in public consultation. Between January and March 2025, the “The Rio You Want” survey achieved record engagement, with 14,511 participants, helping to identify the population's main demands.
IplanRio plays a fundamental role in the Strategic Plan, which is built on the principles of innovation in urban management and administrative efficiency. Therefore, projects such as the WhatsApp chatbot and the creation of the Citizen Portal, among other initiatives we have developed, are essential to achieving these goals. Our expertise in technology and data management will be crucial in supporting the City Hall's pursuit of a fairer, more inclusive, and digital Rio.
