Rio City Hall has taken a step forward in urban security management with the launch of CompStat Rio, a strategic management model inspired by the New York experience. For the system to operate with precision, IplanRio played a central role in developing the technological solution that supports the operation.

Unlike apps aimed at the general public, the tool developed by IplanRio is a georeferencing and data collection system for internal use. The platform allows municipal agencies to record factors contributing to criminal activity, transforming field observations into strategic indicators to support decision-making.

The project, which initially called for a simplified delivery in 10 days, evolved as the program's demands became more complex. The scope was expanded with the implementation of maps and services that structured the application. The recorded information is sent to the data lake and becomes part of a monitoring dashboard that feeds the incident map used in periodic analyses.

How does it work in practice?

166 priority areas were defined where teams from various agencies—such as Comlurb, Seop, Seconserva, SMAS, GM, Municipal Force, CET-Rio, SMTR, Rioluz, and sub-prefectures—record occurrences related to factors contributing to criminal activity. These records form a dynamic map of the city, used in monthly follow-up meetings with the mayor, where results are evaluated and personnel can be redeployed based on data.

The focus is on prevention. A practical example is the report of a tree with a dense canopy that obstructs public lighting and could facilitate criminal activity. The situation is identified in the field and recorded via the web app, allowing the responsible agency to take action before the problem escalates.

International recognition

The municipal initiative has caught the attention of international public security representatives. Last Thursday (26), the head of the New York Police Department visited the Rio Operations Center, where CIVITAS is also based, to learn about how CompStat Rio functions.

Alongside Mayor Eduardo Paes, the U.S. representative highlighted the importance of data science in decision-making and identifying critical areas, with patrol adjustments based on periods of highest vulnerability.

With technological support for the new municipal security system, IplanRio reaffirms its commitment to developing solutions that strengthen public management and contribute to the safety and quality of life in the city.
