Rafael Casado is a journalist with 25 years of experience. His career includes roles at organizations such as O Globo, TV Band, O Fluminense, the utility company Águas do Rio, and various communications agencies. At Rio City Hall, he led communications for several departments, including Public Works, Urban Planning, Conservation, RioUrbe, and GeoRio. He holds postgraduate degrees in Public Policy from UFF, Corporate Communications from Cândido Mendes, and TV Journalism from Estácio de Sá, and is currently pursuing an MBA in Strategic Management.

He currently leads the institutional and digital strategy for IplanRio. His focus is on strengthening the brand's positioning and promoting a data-driven culture, connecting technological innovation with social impact for citizens.
