Holds a Law degree from the Fluminense Federal University (UFF). Completed postgraduate studies in Municipal Public Advocacy at ESAP/PGE-RJ and is currently specializing in Contemporary Municipal Law at UERJ.

Throughout his professional career, he has gained extensive experience in the public sector, focusing primarily on Bidding and Contracts, Public Budgeting and Court-Ordered Debt Payments (Precatórios), as well as State and Municipal Taxes. His background includes notable tenures at the Rio de Janeiro Municipal Attorney General's Office (PGM-RIO) and the Rio de Janeiro State Attorney General's Office (PGE-RJ). In the private sector, he has handled a wide range of matters, with a particular focus on Federal Taxes and general civil law issues.

Currently, as a Legal Consultant for IplanRio, he continues to support and facilitate the company's day-to-day legal matters, while also addressing strategic challenges posed by Senior Management, such as Partnerships, Compliance, and Tax Planning.
